What is each number, exactly?
Book time comes out of a published labor guide. Look up an operation against a year, a make, a model and an engine, and the guide returns hours. That figure is attached to a footnote stating what the operation covers and what it excludes, and skipping the footnote is where most quoting errors start.
Actual time is what your job clock says. It moves with the technician, the tools on the box, whether the vehicle spent nine winters in Ohio, and whether the parts arrived on the first delivery run or the third.

Why does a shop bill the published number?
Because a customer needs a price before they say yes, and in California that is written into statute. Business and Professions Code section 9884.9 says the repair dealer "shall give to the customer a written estimated price for labor and parts necessary for a specific job." It then closes the back door: "No charge shall be made for work done or parts supplied in excess of the estimated price ... without the oral or written consent of the customer that shall be obtained at some time after it is determined that the estimated or posted price is insufficient and before the work not estimated or posted is done." A number nobody can state in advance cannot satisfy that.
The invoice at the far end of the job has its own requirement. Section 9884.8 says "service work and parts shall be listed separately on the invoice, which shall also state separately the subtotal prices for service work and for parts, not including sales tax." So the labor figure has to stand on its own from the quote through to the bill, which is another reason it needs a published source behind it.
There is a second reason, and it is the one shops feel. Billing measured time means the customer pays more when the job fights back and less when it goes smoothly, which is an arrangement no customer would agree to if you described it out loud. Flat rate is a fixed price for a defined repair. The shop carries the overruns and keeps the wins, and both halves of that deal have to stay in place for it to be fair.
Why do the two numbers drift apart?
Four reasons cover most of it.
Experience is the first. A technician who has replaced the same water pump many times over has a sequence, a set of sockets already on the bench, and no need to look anything up. Beating published time is what competence looks like.
Vehicle condition is the second. Published times assume fasteners that come loose. A frame-rust truck from a salt state does not read that memo.
The lookup is the third, and it is the one shops underestimate. A time pulled at the model level instead of the engine level returns a figure for a vehicle that is not in the bay. The footnote is the fourth. Guides publish an includes and excludes note on every operation, and a job that required a teardown the operation excludes will overrun every time. That gap belongs to whoever quoted it, and it repeats until somebody reads the footnote.
How do you measure the gap without turning it into a witch hunt?
Divide billed hours by clock hours for one technician over a month. Above 1.0 and they are beating published time on the work they were given. Below 1.0 and they are not.
Then, and this is the part most shops skip, do the same arithmetic per job family. A technician sitting at 0.9 overall may be well ahead on brakes and well behind on diesel drivability, which is a scheduling problem and a training problem before it is a performance problem. One number across a whole shop hides the job that is eating the rate.
Two cautions on the measurement. Unbilled diagnostic time drags the ratio down and it has nothing to do with speed, so pull it out and look at it separately. Comebacks do the same, and a comeback is worth investigating on its own terms anyway.
Diagnosis is the one to separate first, and some states already treat it as its own priced item. Connecticut makes a shop that charges for one tell the customer the amount "before making the estimate or diagnosis", with written consent once that charge reaches fifty dollars. An hour authorized that way was never a book-time operation to begin with, so leaving it in the denominator measures nothing.
There is a third thing the ratio hides, and it belongs to dispatch. A technician who gets handed every hard diagnostic job on the board will sit below a technician who gets handed the maintenance, and neither number says anything about either of them. Look at what the work was before you look at the ratio. If the mix is lopsided, the ratio is measuring your dispatcher.
Give the number a period long enough to mean something. A week of tickets on one technician is a small sample and a bad day inside it moves the answer. A month is usually enough to see a pattern and short enough that somebody can still remember the jobs when you ask about them.
What do you do with each answer?
Consistently beating book on a job means the shop has learned that work. Build a canned job for it. Lock in the hours the shop is comfortable quoting, the parts it always uses, and the wording the customer already understands. Then the next run of those tickets prices itself the same way. What does a tenth of an hour cost you?
Work it through on your own rate before you decide it does not matter.
Take a tenth of an hour and multiply it by your door rate. That is what one short lookup costs on one ticket. Multiply it by the tickets you wrote last week, then by the weeks you are open. The result never appears on an estimate, so it never appears in a report as lost, and that is the whole problem with it.
Nobody notices a tenth. A wrong labor rate gets caught in a week because it sits on every ticket in plain view. A quietly short lookup runs for years.

What about jobs where two operations overlap?
This is where book time gets awkward, and it is where money gets left behind.
Two operations on the same corner of a vehicle usually share teardown. Pull the published time for each one and add them together, and the customer is being billed twice for the same access. Labor guides handle this with combination or overlap times, published alongside the individual operations, but reading them takes a step most people skip when the phone is ringing.
The failure runs both ways. Adding two full times overquotes the job and loses the sale. Quoting one time and doing both operations underquotes it and eats the difference. Neither shows up as an error anywhere, which is why it survives.
