A labor rate sheet with every exception listed, the effective-rate arithmetic worked through line by line, and the posted-price rule quoted from the statute.
A labor rate sheet is one page listing every rate you charge and the rule that picks between them. Count the rates on your own tickets before you assume there is one. The gap between the posted number and what gets billed is where the money goes, and below is the template, a worked example that walks a $165.00 posted rate down to a $159.12 effective one, plus the posted-price rule quoted from the statute that relies on it.

Nine rows. Your shop may use four of them or all nine, and the way to find out is to pull a month of closed tickets and sort by the rate that got applied. The right-hand column is yours. What the sheet contributes is the middle column, because a rate with no written trigger is a rate the ticket writer chooses.
How do you set the rate that varies by job size?
A 0.4-hour job costs the same to write up, dispatch, inspect and invoice as a 6.0-hour job. A single flat rate charges four tenths of the recovery on the short one. That is what a labor matrix corrects.

Two rules keep a matrix honest. Jobs never get split to reach a higher band, and the band is chosen from quoted hours, because the customer approved a price built on the quote.
What does the rate sheet look like once the hours are in?
Five days of illustrative volume, built so the arithmetic can be followed. None of it came off a real ticket, and every figure is one you replace. Inputs are stated: posted retail is $165.00, the fleet contract rate is $148.00, internal and warranty work bills at $110.00, and diagnostic time bills at $185.00. Hours are billed hours, not clock hours.

Every dollar of that gap was authorized by somebody in the building, and that is the point of the exercise. The fleet rate is a business decision. The warranty rate is the cost of standing behind your own work. Neither one is a leak. What is a leak is the same numbers arriving without anybody choosing them, which is what happens when the rate sheet lives in three people's heads.
Run the same table on a month of your own closed tickets. The row to look at first is the one carrying the most hours at anything other than the posted rate, because that is the class deciding your effective number. Then look at the diagnostic row. Every hour a technician spends finding a fault and nobody bills is an hour that never appears in this table at all, and no rate sheet can price work that was never written down.
What does the law say about the rate?
Nothing about the number. Where a rule touches the rate at all, it is about whether the customer can see it before the work. California Business and Professions Code 9884.9 allows certain preventative maintenance work to proceed without a written estimate only when a price is posted:
"The total price for labor and parts necessary to perform the service is displayed in a place and manner conspicuous to the customer or is made available to and acknowledged by the customer at the automotive repair facility where the service is performed."
Conspicuous to the customer. That is a wall, a counter card or a signed acknowledgment, and it is the reason the rate sheet is a printed document rather than a spreadsheet on the manager's laptop.
The FTC's Auto Repair Basics tells consumers to ask the question your rate sheet answers:
"Before you arrange to have any work performed, ask how the shop prices its work."
And on the two ways a shop can bill the same job:
"Some shops charge a flat rate for labor on auto repairs. This published rate is based on an independent or manufacturer's estimate of the time required to complete repairs. Others charge on the basis of the actual time the technician worked on the repair."
A shop that bills flat rate is selling published hours, so its rate sheet has to sit next to the labor guide that supplies them. A shop billing clock time has to be able to defend the clock.
Where do labor rate sheets go wrong?

The last one is the one that hides the other seven. A shop measuring only its posted rate is measuring an intention.

Two sheets. Rates on one, with the trigger written out. The measurement on the other, filled from your closed tickets each month.

How do you raise a labor rate without losing customers?
In steps, with the canned job library re-priced first. A rate change that leaves the templates alone does nothing, because most tickets are priced from a canned job carrying a stored price rather than a live multiplication.

Step 2 is the one shops skip and then wonder why the rate change produced nothing. Work the arithmetic on a single template. A front brake canned job at 2.1 hours priced at $158.00 sells its labor at $331.80. Moved to $165.00 it sells at $346.50, which is $14.70 more per job. A shop selling that job twelve times a month gains $176.40 a month from one template, which is $2,116.80 a year.
Now multiply by a library, using whatever numbers your own catalog gives you. Take forty canned jobs, eight sales a month each, twelve dollars of extra labor per sale: that is $3,840.00 a month, or $46,080.00 a year, sitting inside step 2. Substitute your own template count and your own sales volume and the shape holds. What does not change is that the whole gain is invisible if you only edit the number on the rate sheet.

Step 5 is the one that protects the relationship. A customer holding an estimate you sent last Tuesday should get that price, and printing a validity date on every estimate is what makes the promise finite instead of forever.
One thing worth deciding before step 1. A rate change and a matrix change should never happen in the same month, because measuring the effect of either becomes impossible once both have moved. Change the posted rate, measure a month, then look at the matrix. A shop that moves both at once and sees its effective rate climb has learned nothing about which change produced the climb, and it will guess wrong the next time. Two clean months of measurement cost you nothing except patience, and they buy a number you can defend to yourself.
Which rate does an automated estimate use?

- Many shops charge more for it, because diagnosis is the highest-skill work in the building and it is not covered by a labor guide operation time. Whatever you decide, write the rule down. Diagnostic time quoted at the general rate by one advisor and at a premium by another is the fastest way to make a customer distrust both.
- Does a labor rate have to be posted?
- In California a posted price is what lets a shop perform certain preventative maintenance without a written estimate, provided the total price for labor and parts is displayed conspicuously to the customer or acknowledged by them at the facility. Whether or not your state requires posting, a rate nobody can point to gets argued about.
